Agendas Minutes and Resolutions Board Meeting Schedule    

The Tollway has an 11-member board, including Governor Bruce Rauner and Acting Secretary of Transportation Randall S. Blankenhorn who serve as ex-officio members. The Chair and Directors are appointed by the Governor and serve four-year terms; no more than five of the members may be from one political party. The Board of Directors sets policy for the operation, maintenance and construction of the roadways.

The Tollway Board meets on the fourth Thursday of each month, except in November and December when meetings are a week earlier due to holidays. All Board meetings are open to the public.

Paula Wolff, Chairman of the Board Paula Wolff

Illinois Tollway Board of Directors Chair Paula Wolff was appointed in 2009. She is a senior executive with Chicago Metropolis Strategies and a former President of Governors State University. In addition, Chair Wolff is a civic leader serving on the Joyce Foundation, Ariel Investments Board, and as a trustee at the University of Chicago and the University of Chicago Medical Center.

James J. Banks, Director James J. Banks

Director James J. Banks was appointed to the Tollway Board of Directors in 1993. He is a co-founder and chairman of Belmont Bank & Trust, Chicago, and brings to the Board his expertise as an attorney specializing in land use, real estate development and government entitlements.

Terrence D'Arcy, Director Terrence D'Arcy

Director Terrence D'Arcy of Shorewood is a former chairman of the Chicago Automobile Trade Association and served as chairman of the Chicago Auto Show in 2007. He is a founder and board member of Joliet Community Bank and President of D'Arcy Buick and GMC in Joliet.

Earl Dotson Jr., Director Earl Dotson Jr.

Director Earl Dotson Jr. of Roscoe was appointed to the Illinois Tollway's Board of Directors in 2013. He also serves on the boards of the YMCA of Rock River Valley and United Way of Rock River Valley. He is the chief communications officer for the Rockford Public School District 205 and previously served as the deputy administrator and diversity officer for Winnebago County. He has an MBA from Rockford University. A U.S. Navy veteran, Director Dotson served from 1988-1992 in the Persian Gulf during Operation Desert Storm.

David Gonzalez, Director David Gonzalez

Director David Gonzalez is mayor of the City of Chicago Heights. He is a certified public accountant with extensive experience in municipal finance. He is a member of the Government Finance Officers Association. He previously served as superintendent and chief financial officer for the Chicago Heights Park District. Director Gonzalez serves as chairman of the Tollway's Audit Committee.

Mark Peterson, DirectorMark Peterson

Director Mark W. Peterson was appointed to the Tollway Board of Directors in 2011. He is the president of business development for the Bridgeview Bank Group. Previously, he served as director of the Chicago office and executive assistant for financial and transportation matters to former Illinois Governor Jim Edgar. Peterson also served as a member of the Illinois Property Tax Appeal Board, executive director of the Illinois Sports Facilities Authority and as trustee and treasurer of the Vernon Area Public Library District. Director Peterson serves as chairman of the Tollway's Finance Administration and Operations Committee.

Jeffrey Redick, Director Jeffrey Redick

Director Jeffrey Redick of Elmhurst has served on the DuPage County Board since 2006, where he is chairman of the Environmental Committee and vice chairman of the Development Committee. He holds a J.D. from the Drake University School of Law and an undergraduate degree from Eastern Illinois University. Director Redick serves as chairman of the Tollway's Customer Service Committee.

James Sweeney, Director James Sweeney

Director James Sweeney of Chicago was appointed to the Illinois State Toll Highway Authority's Strategic Advisory Team in 2010, where he assisted with the agency's comprehensive capital plan. He is vice president of the International Union of Operating Engineers and president of Local 150 in Countryside.

Tom Weisner, DirectorTom Weisner

Director Tom Weisner is mayor of the City of Aurora. In 2009, Tom Weisner was re-elected as mayor for a second term. Prior to being elected, Mayor Weisner served the City of Aurora in a variety of management capacities for more than 18 years. Director Weisner serves as chairman of the Tollway's Strategic Planning Committee.
