Disadvantaged Business Enterprise (DBE) Program

About the Program

The Illinois Tollway extends our Disadvantaged Business Enterprise (DBE) program to include minority- and women-owned and disadvantaged businesses on both construction and professional services contracts that are generated by the Tollway's Engineering Department.

Detailed description of the Tollway's DBE Program

The Tollway:

  • Establishes specific contract goals for participation of MBE/WBE/DBE certified firms on construction contracts and professional service contracts (architectural, engineering, design, construction management and inspection)
  • Reviews and approves contractors utilization plans and certifications
  • Assesses viability of mentor/protégé partnerships
  • Provides information on reporting requirements during the pre-construction meetings
  • Reviews data submitted by prime contractors regarding payments made to MBE/WBE/DBE subcontractors
  • Tracks and compiles data to show actual MBE/WBE/DBE participation based upon payment dollars rather than projected spend
  • Attends various outreach events to ensure awareness of the DBE Program
  • Conducts periodic outreach/networking events to disseminate information about the Tollway programs

Certification

The Tollway DBE Program accepts certifications from the following agencies:

  • Illinois Unified Certification Program (IL-UCP) – DBE Certifications (includes IDOT, CTA, Metra, Pace)
  • City of Chicago Minority Business Enterprise (WBE) and Women-Owned Business Enterprise (WBE)

DBE/EEO Capture Application

The DBE/EEO capture application provides the contractor with the capability to enter payment data on DBE Form 2114 and workforce data on EEO Form 0003, view all forms that have previously been entered for that contract and update any forms for that contract that have not yet been electronically submitted to the Tollway. In addition, the construction manager can view all data that has been entered to assist in their contract oversight role. The application can be accessed at http://www.tollwaydiversitycapture.com and a user ID and login password is required.
