The tremendous accomplishments achieved over the past few years as part of the Congestion-Relief Program and continued agency reforms are the result of a hardworking staff dedicated to continually enhancing customer service. It is the Illinois Tollway’s mission “to provide and promote a safe and efficient system of toll supported highways while ensuring the highest level of service to our customers.”

Brian McPartlin, Executive Director

Brian J. McPartlin is the Executive Director of the Illinois Tollway—Illinois' 286-mile toll road system serving more than 1.3 million motorists daily. Mr. McPartlin joined the Illinois Tollway as Chief of Administration in February 2003 as part of the executive reform team. As Chief of Administration, McPartlin oversaw the Department of Administration including Labor Relations, Employee Services, and Administrative Services.

Prior to joining the Tollway in February 2003, Brian spent more than 20 years in federal, state, and county government. He served as the U.S. Secretary of Education's Regional Representative in Chicago. He was the Secretary's spokesperson and envoy in the U.S. Department of Education's Region V, encompassing the states of Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. As the senior education official overseeing a staff of 250, his office provided services ranging from student financial assistance, to the collection of defaulted loans, the promotion of America's education initiatives, and the monitoring of grants.

Prior to his Presidential appointment to that post, McPartlin was the former Senior Advisor to the Regional Administrator of the General Services Administration in Chicago. There, he spearheaded and coordinated Presidential initiatives that included: the Computer to Schools Program, the President's Urban Policy of Empowerment Zones and Enterprise Communities, Business Improvement Districts, Good Neighbor Program, and Planet GSA. He also served as the principal representative on intergovernmental task forces and advisory committees.

Before joining GSA in 1996, he served in the Executive Office of the President as Associate Director of Presidential Advance. As a White House representative, McPartlin was responsible for logistical arrangements and briefings for domestic and international travel by the President, Vice-President, and First Lady, which included direct coordination with the United States Secret Service, White House Military Office, the National Security Office, U.S. State Department, and the White House Communications Agency.

Previous to his service at the White House, McPartlin served in an array of other positions in government, among them: the Office of the Cook County Assessor, the Illinois Attorney General's Office, and the Office of the Illinois Secretary of State.

A native of Chicago, McPartlin received his Bachelor of Arts degree in political science from DePaul University and is active in a number of civic organizations. He is married and has three children.
