The Illinois Tollway is committed to providing Minority/Women Business Enterprises (M/WBEs) with the opportunities afforded to them by State and Federal law, and Tollway policies.
Objectives
- To level the playing field for all firms;
- To build competition through increased capacity;
- To help to diversify skilled trades;
- To provide disenfranchised workers with access to the construction trades; and,
- To maximize economic benefit of the Tollway's Congestion-Relief Program: Open Roads for a Faster Future.
Mission
The mission of the Diversity Program is to ensure that qualified Illinois businesses, regardless of the owner's racial or gender background, participate in Tollway's procurements. The focus is on improving access of M/WBE firms to the Tollway's procurement opportunities.
Additionally, through the Tollway's Congestion-Relief Program (CRP), the Tollway is committed to promoting, assisting, and ensuring the participation of minority and women tradespersons in employment opportunities generated by the CRP.
These goals are accomplished through the Tollway's Equal Employment Opportunity (EEO) and Earned Credit (ECP) Programs.

- Construction and Professional Services Eligibility for the Congestion-Relief Program (CRP) Businesses must be certified by one of the following agencies as a requirement for CRP services
- Goods and Services Eligibility for General Projects (unrelated to Congestion-Relief Program)
