The Illinois Tollway is reconstructing and reconfiguring the Cherry Valley Interchange at I-90/I-39 on the Jane Addams Memorial Tollway (I-90). This project is part of the Tollway's Congestion-Relief Program. Construction on the Cherry Valley Interchange at I-90/I-39 is scheduled to be completed by the end of 2009.
The project includes constructing a new, two-lane flyover ramp bridge over eastbound I-90, constructing a new ramp bridge over I-90 for westbound I-90 traffic heading southbound on I-39, removing and replacing the Newburg Road Bridge over I-90, and constructing a westbound exit ramp at I-90 and Irene Road that will serve as a detour during construction.

The newly reconstructed and reconfigured exit ramp from westbound U.S. 20 to northbound I-39 is now open. The ramp was reconstructed and realigned to accommodate the construction of the new northbound I-39 flyover ramp bridge to I-90. Westbound U.S. 20 traffic can exit and use the new northbound I-39 ramp to reach eastbound I-90. Construction continues on the northbound I-39 flyover ramp bridge to westbound I-90 and to construct new pavement on I-39 requiring a detour to remain in place for traffic on U.S. 20 attempting to reach westbound I-90 via I-39. The posted detour route keeps traffic within the U.S. 20/I-39 interchange by directing motorists to continue westbound on U.S. 20 and exit at southbound I-39, take southbound I-39 and exit at eastbound U.S. 20 and take eastbound U.S. 20 to reach northbound I-39 to westbound I-90. The detour will remain in place until spring 2009.
The new Newburg Road Bridge reopened to traffic on schedule on July 15. The Newburg Road Bridge, rebuilt in five months, is a 250-foot-long steel beam bridge with five girders supporting a concrete deck. More than 650 cubic yards of concrete and 123,000 pounds of reinforcing steel were used to construct the new bridge, and 1,600 tons of aggregate was used as backfill for the retaining wall at the east abutment.
Eastbound traffic between East State Street (Business Route U.S. 20) and the Kishwaukee River is shifted onto the westbound side of the road in order to maintain two lanes of traffic in each direction. Access from eastbound I-90 to southbound I-39 is maintained, and two lanes remain open in both directions during daytime hours. Westbound traffic has shifted to the right to accommodate the traffic shift.
Work to reconstruct and reconfigure the Cherry Valley Interchange at I-90/I-39 began in early February.

Irene Road Ramp and Detour
As part of the interchange project, work is underway to construct a westbound exit ramp at Irene Road that will serve as a detour for traffic traveling from westbound I-90 to southbound I-39. The detour will be used in 2009 and will take drivers off of westbound I-90 at Irene Road, north on Irene Road to U.S. 20, and west on U.S. 20 to the U.S. 20/I-39 interchange.

Minimizing Impact to Reduce Delays
Daytime lane closures will be avoided whenever possible with the majority of lane closures restricted to overnight hours and occasional daytime closures during off-peak periods. While these are the typical lane closures,

Work Zone Safety
Construction zone speed limits are in effect in all construction zones 24/7 and drivers should continue to watch for changing traffic patterns and use caution, especially when workers are present. Remember to drive safely in work zones and abide by the 45 m.p.h. speed limit on the mainline. Speed limits on the I-90/I-39 Interchange ramps vary between 15 m.p.h. and 25 m.p.h.

Schedule
- February 2008 – Newburg Road Bridge removal and replacement begins, with local Newburg Road detour in place.
- Spring 2008 – Work begins to build new westbound exit ramp at Irene Road.
- Spring 2008 to Summer 2008 – Ramp reconstruction work on ramps from eastbound I-90 to southbound I-39 and from northbound I-39 to eastbound I-90.
- Summer 2008 – Newburg Road Bridge reopened to traffic.
- Summer 2008 to Fall 2008 – Work scheduled to reconstruct the ramp from westbound U.S. 20 to northbound I-39. Work completed.
- Summer 2008 to Spring 2009 – Reconstruction scheduled on the ramp from northbound I-39 to westbound I-90.
- Spring 2009 to Fall 2009 – Work is scheduled to reconstruct the ramp from westbound I-90 to southbound I-39.
- Fall 2009 – Work is scheduled to reconstruct the ramp from southbound I-39 to westbound Harrison Avenue.
- Spring 2009 to Fall 2009 – Irene Road detour in place.
- Cherry Valley Interchange at I-90/I-39 is scheduled to be completed by the end of 2009.

Purpose – Pertinent Details on Why and How
At the request of Gov. Rod Blagojevich, the Illinois Tollway eliminated collection of tolls southbound at the interchange in 2003 and northbound in 2004 and made the commitment to rebuild the Cherry Valley Interchange at I-90/I-39 to allow faster, safer, and more efficient travel through an area that has historically been known for its traffic congestion. Improvements to this interchange and the I-39/I-90 corridor will support existing and future economic development along this critical bi-state Interstate as well as provide congestion relief and reduce travel times.
