The Tollway has an eleven-member board, including Governor Quinn and Acting Secretary of Transportation Gary Hannig who serve as Ex-officio members. The Chairman and Directors are appointed by the Governor and serve four-year terms; no more than five of the members may be from one political party. The Board of Directors sets policy for the operation, maintenance and construction of the roadways.
The Tollway Board meets on the last Thursday of each month, except in November and December when meetings are a week earlier due to holidays. All Board meetings are open to the public.

Paula Wolff
Chairman
Illinois Tollway Board of Directors Chairman Paula Wolff is a senior executive with Chicago Metropolis 2020 and a former president of Governors State University. In addition, Wolff is a civic leader serving on the Governor’s Council of Economic Advisors, the Illinois Courts Commission, and as a trustee at the University of Chicago.

James J. Banks
Director
Director James J. Banks was appointed to the Tollway Board of Directors in 1993. He is a co-founder and chairman of Belmont Bank & Trust, Chicago, and brings to the Board his expertise as an attorney specializing in land use, real estate development and government entitlements. Director Banks serves as Chairman of the Tollway Finance and Administration Committee.

George Pradel
Director
Director George Pradel was appointed to the Tollway Board of Directors in 2001. He has served as the Mayor of the City of Naperville since 1995. Previously he served as a police officer for 29 years, retiring from the Naperville Police Department as a Lieutenant.

Carl O. Towns
Director
Director Carl O. Towns was appointed to the Tollway Board of Directors in 2002. He has served as Director of Sales for On-Line Security Systems, LLC, in Rockford since 2003. Previously, he held positions of increasing responsibility at the Ingersoll Milling Machine Company from 1974 until his retirement in 2001.

James M. Roolf
Director
Director James M. Roolf was appointed to the Tollway Board of Directors in 2004. He has served as president of First Midwest Bank, Joliet Banking Center, since 2000, and has held positions of increasing responsibility at First Midwest since 1974.

Thomas Canham
Director
Director Thomas Canham was appointed to the Tollway Board of Directors in 2007. Director Canham was formerly a partner in a major law firm and served as president and CEO of a private company which was sold to a public company. He now serves as managing partner/general counsel for Sonnenschein Capital, LLC, raising investor capital, along side their own funds, for the purpose of purchasing large commercial tenant buildings in North America, Germany, Switzerland and, most recently, Mexico.

Bill Morris
Director
Bill Morris is Senior Vice President of Public Finance with D.A. Davidson & Co., Chicago, IL. Prior to joining the firm, Morris worked in investment banking with Continental Bank of Illinois, served eight years as Mayor of Waukegan, Illinois, and one term in the Illinois State Senate.

Tom Weisner
Director
Tom Weisner is Mayor of the City of Aurora. In 2009, Tom Weisner was reelected as Mayor for a second term. Prior to being elected Mayor, Weisner served the City of Aurora in a variety of management capacities for more than 18 years.
