The Illinois Tollway is nearing completion on the Jane Addams Memorial Tollway (I-90) Reconstruct & Widen Project from Newburg Road to Rockton Road , just south of the Wisconsin border. This project is part of the Tollway's Congestion-Relief Program – Open Roads for a Faster Future.

Update – Reconstruct & Widen from Newburg Road to Rockton Road

The newly reconstructed and widened roadway is open in each direction between State Street and Rockton Road.
Work to open the newly reconstructed and widened roadway from Newburg Road to East State Street will be scheduled as part of the Cherry Valley Interchange Reconstruction Project which will be complete by Thanksgiving.
Bridge Construction
Crossroad Bridges
Several crossroad bridges over I-90 between the South Beloit Toll Plaza and Newburg Road have been reconstructed and lengthened. All lanes are open on the Swanson Road Bridge , Elevator Road Bridge , Belvidere Road Bridge , Newburg Road Bridge, Harlem Road Bridge , Spring Creek Road Bridge , Rote Road Bridge and Rock Cut State Park Bridge .
I-90 Mainline Bridges
The eastbound and westbound I-90 mainline bridges over East State Street in Rockford have been reconstructed and widened as part of the mainline project.

Minimizing Impact to Reduce Delays
Traffic was shifted to one side of the road during construction in order to maintain two lanes of traffic in each direction while providing a work zone. Daytime lane closures were avoided whenever possible with most lane closures restricted to overnight hours and occasional daytime closures during off-peak periods. All existing entrance and exit ramps remained open.

Work Zone Safety
The 45 mph construction zone speed limit is in effect in all construction zones 24/7 and drivers should continue to watch for changing traffic patterns and use caution, especially when workers are present.

Schedule
- 2007 – Advance work from Newburg Road to Rockton Road completed.
- 2008 – Reconstruct and Widen work completed in the eastbound lanes from the South Beloit Toll Plaza to State Street / Bus. U.S. 20 and in each direction between the plaza and Rockton Road .
- Fall 2009 – Construction completed in westbound lanes from Newburg Road to the South Beloit Toll Plaza .
- Fall 2009 – Project to be completed by Thanksgiving with three lanes open in each direction between Newburg Road and Rockton Road .

Purpose – Pertinent Details on Why and How
Reconstructing and widening this section of road to three lanes provides congestion relief and reduction in travel times. Drivers will now enjoy shorter commute times with three lanes of traffic in each direction from Newburg Road to Rockton Road .
