The Tollway is a user-fee system – no state or federal tax dollars are used to support maintenance and operations. Operations are funded by toll and concession revenues.

Under the leadership of the Board of Directors and Executive Staff, the Tollway is committed to achieving the following goals:

Illinois Tollway Executive Leadership

 

Cassaundra Rouse

Executive Director

As Executive Director, Rouse oversees the state’s 294-mile Illinois Tollway system supporting five roadways across 12 counties in Northern Illinois. She is responsible for day-to-day management and oversight of nearly 1,400 employees in providing a safe, effective and efficient toll highway system and ensuring the highest possible level of customer service for the Tollway’s nearly 1.6 million daily drivers. In addition, Rouse oversees the Tollway’s 16-year, $15 billion Move Illinois capital program, now in its 13th year.

 

Cathy Williams

Chief Financial Officer

As CFO, Williams is responsible for all functions related to the Tollway's financial operations including the agency’s, accounting and financial reporting, accounts payable, payroll, risk management, fiscal operations, debt management and procurement as well as oversight over the Tollway’s $15 billion long-term financial plan and $450 million operating budget.

 

Manar Nashif

Chief Engineering Officer

As chief engineering officer, Nashif is responsible for the policies, practices and procedures of the Engineering Department, which manages the capital program and oversees all the planning, design, construction, maintenance and operation on the Illinois Tollway system.

 

Michael Shay

Chief Information Officer

As the inaugural CIO of the Illinois Tollway, Shay leads the Information Technology and Business Systems departments to meaningful technological outcomes. With his leadership, these departments strive to keep the Illinois Tollway innovative, efficient, safe, secure and at the forefront of the tolling industry.
